As part of ongoing efforts to elevate Qatari football, the Qatar Stars League (QSL) held an explanatory workshop to present and discuss new regulatory amendments set to be implemented starting from the 2025–2026 season.
The session was attended by QSL CEO Hani Taleb Ballan, QFA representatives Hassan Al Mohannadi and Khalid Al Sulaiti, as well as club company delegates, technical directors, and members of the Qatar Players Association.
Major Amendments Introduced
Foreign Player Registration:
Clubs will now be allowed to register up to 10 foreign players on their 28-player roster. However, this is not mandatory, and registrations should align with each club’s technical needs and financial capabilities.
Abolishing the ‘40 Times Salary’ Rule:
This move creates a freer, fairer local transfer market. Players can now move more freely, with new rules allowing athletes to sign their first professional contract at 18 with their primary club and move freely at 23 after their contract expires.
Contract Ceiling System:
Designed to prevent wage inflation and ensure market balance, a new annual salary range has been established:
Local players: QR240,000 minimum; QR2.7 million maximum.
Foreign players:
QR2.7 million for players with 10+ international caps
QR4.5 million for players with 50+ international caps
Legal action will be taken in cases of non-compliant contracts.
QSL CEO Hani Taleb Ballan emphasized the importance of collaboration, saying the workshop reflects QSL’s commitment to professionalism and development in cooperation with clubs and stakeholders. "These changes will positively impact both the technical and organizational levels, strengthening our football ecosystem,” he said.
Dr. Ahmed Khellil Abbassi, Executive Director of Competitions and Football Development, added, "The reforms set the foundation for sustainable growth and aim to enhance Qatar’s league quality while supporting national teams and international club performances.”
The workshop concluded with a Q&A session to clarify concerns and reaffirm QSL’s vision for the future of professional football in Qatar.
